        The regular meeting of the Board of Selectmen was held at 7:30 P.M. in the Sharon Town Offices with Acting Chair Norman Katz and Selectman Walter Joe Roach and Town Administrator Benjamin E. Puritz.

        The meeting was called to order at 7:35 P.M.

VOTED:  (Katz/Roach)   Voted unanimously to accept the Minutes of October 22, 2002 including Executive Session, as written.

Historical Commission

The Board interviewed David Martin as a candidate for the Historical Commission.

Budget Review -Council on Aging - Norma Fitzgerald

The Board reviewed the preliminary FY’04 budget for Council on Aging in the amounts of: $190,459 primary; $209,505, plus; and $180,936 minus.
        
Budget Review -Selectmen - Ben Puritz

The Board reviewed the preliminary FY’04 budget for the Selectmen’s Office in the amounts of: $222,706, primary; $238,034, plus; and $211,571, minus.

Budget Review - Fire Department - Dennis Mann

The Board reviewed the preliminary FY’04 budget for Fire Department in the amounts of: $1,257,338, primary; $1,383,072, plus; and $1,194,471, minus.  

Budget Review - Ambulance - Dennis Mann

The Board reviewed the preliminary FY’04 budget for Ambulance in the amounts of: $ 399,971, primary; $ 439,968, plus; and $379,972, minus.  

One-Day Liquor License - East Elementary School PTO

VOTED:  (Katz/Roach)  Voted unanimously to approve a One-Day Liquor License at the Community Center Building for the East Elementary School PTO function on November 16, 2002.


Contract For Police Superior Offices

The Board reviewed the Contract for the Police Superior Officers Association for the Police Lieutenants.  Ben Puritz outlined the highlights which include:  


Three-year contract;

3% wage increase for FY’03 with a wage-reopener for years two and three;
provides for re-opener for health insurance; and,
new clauses for “Hours of Work:”
The Lieutenants shall have the choice of either receiving four (4) hours additional pay at their current straight time base rate every three weeks or one leave day every three weeks to be used at the discretion of the Chief of Police.

VOTED:  (Katz/Roach)  Voted unanimously to approve the contract for the Sharon Police Superior Officers Association for the Period July 1, 2002 through June 30, 2005.

Noise Abatement Wall - I-95

Copies of letters were received from Senators Joyce and Sprague addressed to the Massachusetts Highway Department in support of a sound barrier wall as requested by Michael Kahn of Reeves Road.

Civil Defense

Interviews will be scheduled for the position of Director of Civil Defense.  

Response to Letter Published in Sharon Advocate

Selectman Katz read a letter to be sent to the Sharon Advocate in response to allegations made by Cliff Towner against Superintendent of Public Works Eric Hooper regarding his support of the Water Tank/High Pressure District project.

North/South Main Street Project

Town Administrator Puritz announced notice that this project is scheduled to be advertised by Mass Highway Department this winter with construction beginning by late spring or early summer, including repaving of road, sidewalks, lighting, signs and landscape improvements.  Project estimated to cost up to six million to be funded through the State Transportation Improvement Program and federal-funded Enhancement Grant.





Executive Session

VOTED: (Katz/Roach) Voted unanimously to enter into Executive Session for the purpose of discussing matters of Collective Bargaining and Pending Litigation, and at the conclusion thereof,  to adjourn for the evening.

The Board adjourned to Executive Session at 9:05 P.M.
